Council Chamber System Requirements and Specification

Lichfield District Council required a modern, flexible AV solution for their Council Chamber that would support formal meetings, hybrid participation, and public sessions, while remaining simple and reliable for non-technical staff to operate. A key requirement was full-room visibility through fixed or automated AI-tracking cameras, ensuring the entire chamber is always in view without the need for manual camera control during live meetings.

The system also needed to support up to 60 seated delegates with scalable wireless microphone coverage, clear in-room and remote audio reinforcement, and the ability to expand the system in the future if required. In addition, the Council specified secure-by-design infrastructure, Microsoft Teams integration, wireless presentation capability, and a non-invasive installation approach suitable for a listed building environment where permanent fixing and structural changes are restricted.

Our Solution

Seamless Hybrid Council Chamber Experience

We designed a fully integrated Microsoft Teams Room-based system tailored specifically to the operational needs of Lichfield District Council, combining AI-driven camera tracking, wireless collaboration tools, and secure network architecture to deliver a simple yet powerful meeting experience. The system automatically tracks active speakers, recalls camera presets based on microphone activity, and ensures full-room visibility at all times without requiring manual control, making it ideal for non-technical operators during live council sessions.

To support more advanced use cases such as live streaming and special events, a bespoke secondary iPad control interface has also been introduced, allowing operators to take manual control of camera positions and transitions when needed, without disrupting the core automated workflow.

The solution is built around Shure MXCW delegate push-to-talk microphones setup to deliver clear, consistent audio reinforcement across the chamber, with support for up to 60 seated users and additional handheld microphones where required. A flexible AV-over-IP (NDI) infrastructure allows for future expansion, including additional cameras and multi-view layouts, while Yealink MTR and BYOD integration ensures seamless hybrid meeting participation, content sharing, and secure operation within a dedicated, independent network designed in line with NCSC security principles.

Microsoft Teams Room (MTR) with BYOD and wireless sharing: Installed a fully integrated Microsoft Teams Room system with wireless USB-C connectivity and screen sharing (AirPlay, Miracast, RoomCast), enabling seamless hybrid meetings, document sharing, and flexible use of the chamber for both council and public events.

AI-powered camera tracking with automated speaker focus: Deployed 4K AI tracking cameras with 30x optical zoom and automated preset recall linked to microphone activation, ensuring the entire chamber is always visible while automatically focusing on active speakers without manual control.

Wireless delegate microphone system for up to 60 users: Installed Shure MXCW delegate wireless microphones with dual-user NFC login capability, push-to-talk functionality, supporting up to 60 seated participants with clear identification of speakers and scalable capacity for future expansion.

Professional audio reinforcement with DSP processing: Integrated QSC digital sound processing with distributed speaker coverage, delivering consistent audio reinforcement across the chamber for both in-room participants and remote streaming audiences.

Scalable AV-over-IP infrastructure with NDI integration: Implemented an NDI-based video architecture allowing additional cameras, multi-view layouts, and picture-in-picture functionality to be added in future without system redesign.

Secure, independent network architecture: Designed a dedicated, secure AV network separated from council infrastructure, aligned with NCSC Cyber Security Principles to ensure resilience, data security, and operational reliability.

Giving back to the community: AVolution Young Enterpreneurship Programme

As part of our commitment to delivering meaningful social value, we designed and delivered a 6-week entrepreneurship programme in Lichfield, aimed at empowering young individuals with the knowledge and confidence to explore business and self-employment.

The programme introduced participants to the fundamentals of entrepreneurship, covering mindset, opportunity recognition, and the core principles behind building a successful venture. Through a combination of interactive sessions, group discussions, and practical exercises, participants were encouraged to think independently, identify real-world problems, and begin shaping their own ideas.

By the end of the programme, attendees had developed a clearer understanding of how businesses are formed, improved their confidence in problem-solving, and gained practical tools they can apply in future education or career paths.
